Personal vs Organization Google Play Accounts: Testing Rules

Google Play distinguishes personal and organization developer accounts. Only one type faces the 12-tester gate — and the difference is enforced at signup, not chosen later.

Personal accounts

  • $25 one-time fee.
  • Government ID + address verification.
  • Subject to the 12-tester / 14-day rule if created after 2023-11-13.
  • Public “developer name” defaults to your legal name.

Organization accounts

  • $25 one-time fee.
  • D-U-N-S number, organization documents.
  • Exempt from the 12-tester rule.
  • Public developer name is the org's legal name.

Is it worth converting?

You can't convert a personal account to organization after the fact. You can register a new organization account, but it's a separate account with its own apps. If you're shipping your first app, get a D-U-N-S number (free for individuals via Dun & Bradstreet) and start organization from day one if you have one app in the pipeline.
